Provide Julian Assange with Political Asylum – Why I Care


Why I act is because I can.
Where I can why wouldn't I?
Here's my thoughts on the petition and why I've elected to extend the close date to Tuesday 7 August 2018.

This blog penned through the afternoon Tuesday 24 July the earlier date set for close of signatures, and finalised in the wee hours of Wednesday 25 July - the Day Out of Time in the Mayan Calendar.
The petition is ultimately directed at open government and transparency - currently government is a swamp next to a sea of lies and fake news.

Sweden has withdrawn charges and the women involved in the matter David Mulcock references acknowledged they were pressured by Swedish police to press charges.
Calling Assange a rapist is probably actionable at law - defamation.
It is stated by NZ Government that we support rule of law and United Nations system. UN Working Group on Arbitrary Detention decision of February 2016:
"Disposition: In the light of the foregoing, the Working Group renders the following opinion:
The deprivation of liberty of Mr. Assange is arbitrary and in contravention of articles 9 and 10 of the Universal Declaration of Human Rights and articles 7, 9(1), 9(3), 9(4), 10 and 14 of the International Covenant on Civil and Political Rights....."

This morning along with two female colleagues I stood in the cold with paper copies of the parliament petition; “Provide Julian Assange with Political Asylum in New Zealand”
We arrived at about 8:15am and remained in the cold conditions at the front entrance of the Wellington Central Railway station till 10:30pm or thereabouts. We collectively collected about 80 signatures on the petition.
The online petition is now over 1200 signatures and we've collected approximately 200 from the station and Johnsonville Mall and Fresh Produce Market on Sunday 22 July. We'll now do more collections on paper where we able. You can help in this respect too.
At Wellington railway station I watched a stream of people who mostly politely refused the proffered opportunity to participate in democratic process to aid a fellow in obvious trouble. Many smiled, perhaps they thought our efforts were a joke given the ultimate target which underlies the object – to protect Julian Assange from the predation of Empire represented in the political and legal structure known in our world as United States of America (land of the free and brave).

 Julian's immediate antagonist is the switching allegances of the Ecuador state since it's alteration in the personality that heads the state. The people who signed knew what the issue is about and how it matters, ethical and strategic thinkers - insight backed by integrity.
If we wish for a benign and provident state the people need to act. We through our acts and omissions co-create the ordered objective reality. Which world order? Diverse or someone's idea of a greater good New World Order where the powerless do badly.
Where we fail to exercise our magical and spiritual value as democratic participants the overall democracy is diminished.
Where many of us withdraw positive energy and political power other interests prevail
Fact: the paid for and corporate interest is always at work.
Civilisation - everyone says they want it – what is it's nature?
What is civilisation?
What is the long trend of what passes for our civilisation?

The full exchange took place at the 11th hour of Sunday night 22 July and promises to have a chapter two.
So what of our civilisation, now in it's decadent stage - where next?
The trend is not good when one surveys the globe. We are part of the planetary system no matter how godly the inhabitants feel about their insulation from the “problem of the world.”
Politics, democracy - political economy - how the system informs itself
Any system - natural, digital, mechanical, biological is only as good as the information that guides its work.
At the micro level is the cell, we require well functioning cells for our human entity's efficient and healthy functioning.
A cell has sensors and receptors to inform itself of its reality – see paper “Sentinels at the wall: cell wall receptors and sensors” For the cell to optimise its performance the sensors need to function to interpret the outer environment.
At a macro level the social cell, that is the democracy of the political economy might similarly require accurate information to ensure its efficient functioning.
What streams of information inform the democracy?
The ravings of the main stream media? Of recent; 

 The headlines screamed Skripal and Russia dunnit.

 They screamed Douma Gas attack and Syria dunnit. 

 They screamed Iran dunnit so Trump can respond to fairy dust and pull out of the Iran nuclear deal.
For the record there was no Novichok and no Russian was involved aside from Sergei Skripal and his unlucky daughter.
For the record there was no Douma Gas attack and the Organisation for Prevention of Chemical Weapons (OPCW) has confirmed that.
For the record the Iranians have not breached the Nuclear deal – but who cares about facts - hey Mr President!
There have been numerous examples scattered through modern, ancient and all the bits of history in between.
Flowing from these false flag events, the world has wasted a massive amount of people, resources, energy as well as create a toxic environment. Disaster is an improvement on the bottom line as someone is going to pay for the clean up – or worse leave the mess.
To cure the problem of impunity where the people are sold war on false pretences I propose a solution 

 In my paper to the UN Periodic Review of New Zealand I proposed that New Zealand's Official Information Act Sec 6 Grounds for withholding information is amended to include a public interest test to allow an argument before the courts to allow me to assert the New Zealand or any other government is acting unlawfully to engage in acts of aggressive war - Afghanistan and Iraq plus more in the Global War on Terror (GWOT), complicity after the fact, and covering up the facts of the Crimes through effectively classifying them state secrets.
Until I achieve my objective to open government to the people it is supposed to care for and serve - whistleblowers provide some insight into the swamp and deep state actions.
Whistleblowers are supposed to be protected heroes and heroines, however the truth is they are oppressed and persecuted for their gifts toward the goal of transparency and accountability.
Who or what institution protects whistleblowers?
Wikileaks provides a 100% anonymous guarantee to any whistleblower. Wikileaks nor it's editor Julian Assange have revealed a source.

 Chelsea Manning who gave us the Collateral Murder video evidence of the killing of 20 people including Reuters reporters in Iraq in 2007 was outed through another source.
Empire and particularly the US hates Wikileaks and its editor Julian Assange.
His story is outlined in many places, it is not my intent to reiterate the known.

I focus on institutional alteration with my acts in the democracy

In the explanation I provide my thinking and some of the material that makes the official conspiracy described in the 9/11 Commission report a physical impossibilty. That is for the 9/11 Commission version of the conspiracy to be real – it was a special day in the history of the universe as another set of laws were repealed or suspended by a supreme entity - the laws of physics are denied.
Now to be fair Julian Assange, other socalled heroes of the common man and his plight in the care of our collectice governments, both George Monbiot and Noam Chomsky have not only denied the official conspiracy is false, they have gone out of their way to denigrate the studious and open minded scientists, researchers and critical thinkers such as myself who know that the offical narrative is a concotion of hollywood in league with the deep state and aided by foreign powers to the US political state.
Julian Assange has interesting intelligence reports on the Wikileaks site which outlines incredible back stories about who was involved in the organisation and money in the scenery behind the 9/11 Crime.

Imagine the impact on the action of potential whistleblowers were Julian Assange and Wikileaks to be shut down - who is the watchdog?

 Why kill our own watchdog?
Wikileaks is one of the democracy's sensors, providing vital information as to the civilisation brain or ordering system – our governments.
Where our governments attack Wikileaks they attack the democracy.
Where they attack the democracy they attack us.
Ever hear of a thing called the Class War?
It's an undeclared covert war using every means available to strip value from the human inhabitants on the wrong side of the Class divide.

 Austerity is but one weapon employed to control the battle field and ensure the fruits of the battle (spoils of the war) are distributed in big heaps to some and not much to the 99%.
I want to assist the vitalisation of the democracy.
It then is logical for me to ensure Wikileaks's survival. Julian Assange as much as I can ascertain is the heart of Wikileaks. Kill Assange and we kill Wikileaks.
Pick a side in the war people.
George W Bush proclaimed the war drums in the drive to 'turn Afghanistan to rubble' with Shock and Awe, laying down the challenge, “You are either with us or against US.”
Logicians are required, critical thinkers, passionate, emotional inspirational poets and musicians, all artists, sacred activists, everyone, short, tall, warts and all.

 All are needed to inform the social cell called democracy
Government is a perverse beast and of all the systems to determine how the power of government is wielded - Democracy is the least worse system we know of.
It is yet to be implemented properly. It will never be implemented unless it is well informed hold opinions whose assumptions cohere with reality.

Do we allow the psychopathic and extremely competitive leadership with the power in the current criminal conspiracy to continue to rob the world through terror wars, fear and paranoia? Governments on one level are large corporations.

How is the Government allocating/distributing the resources/benefits of the commonwealth?
The War on Terrorism has cost the US political economy US$7 trillion dollars let alone the human and toxic carnage wreaked on our planetary environment. Do we really think we are insulated from nuclear fallout by virtue of our border which define our political state and geographical claim? Instead we wage war of terror on pests, oceans, land and people - systematic waging of war. 

Who is the enemy?
Or do we act to ensure that the democracy is informed which in turn has the effect of building confidence in the democratic participants – we are not lunatics, the Lunatic is in charge of the modern state.
Is there a special thing happening in Aotearoa New Zealand? 

 Can we meet the challenge?
Perhaps there is ambition for sustainable and lawful state and global political governance – Foreign Minister Winston Peters speech to the Otago Foreign Policy School 29 June 2018 asking what are NZ's “Next Steps” where he states the Government's ambition and offers a challenge to the academy. The last three paragraphs of Winston's challenge.

We can assist the academy inform itself about our reality? Does the view from the academy cohere with mine? Where are the points of difference and separation? Specifically, where have I bent the rules of physics of logic - or long term strategic thinking?
We can provide Julian Assange with political asylum in New Zealand
To facilitate the maximum response and to allow just one of the 120 New Zealand Parliamentary Members remember where they placed their courage, I've asked the Parliament Officer who administers parliamentary petitions to move the close of the petition to Tuesday 7 August 2018.


To contextualise the timing here is the relevant bit of the NZ Parliament sitting calendar. The days shaded green are the days of Sitting of the House. I would to close the petition and host a hand over on that or the next day. 

7 August sits between Hiroshima and Nagasaki Days - democracy's nuclear moment.
The petition became live 9 July with the initial close date set for 19 July. The parliamentary protocols require a Member to sponsor the petition to the House. The MP does not need to support the tenor, she is required to fulfil the protocols established in the Parliament Standing Orders. The petition then is referred to the appropriate select committee – my assessment is that the #NZAsylum4AssangePetition will be referred to one of the Foreign Affairs Defence and Trade or the Justice select committees – however that, is a decision for the Parliament Speaker.
My considerations about timing for the close is motivated by the urgency of Julian Assange's plight and the developments fed through various media. Assange's communications to the world were cut off 28 March 2018 – 3 months!
We asked the Clerk to make the first amendment to close on Tuesday 24 July to fit the parliament sitting Calendar and to provide those that cared their opportunity to sign. Note it only requires my request to validate the petition provided I can persuade an MP to sponsor.
Recent rumours (be careful of the rumour mill) had it that Ecuador's President Lenin Moreno would be undermining Assange's asylum in his recent meeting with UK officals. That appears to be put to bed with an announcement by the Ecuador Foreign Office that Assange is not on the agenda.
Today Tuesday 24 July was the close of the petition and we lacked an MPs of conviction to sponsor asylum for Assange. Accordingly I have requested the petition close 7 August. That date allows time for the necessary to happen, the MP, petition numbers to grow, and perhaps the main stream news media to report to the New Zealand civil-society the plight of one of their peers, and the measures available to assist Assange continue his purpose – that is accurately inform the democracy of what government does in our name.

Well we are "we the people", we already have coalitions of civil actors and we are letting you know what we desire. So work with us and our agenda, don't set up something to undermine our credibility.
Do we want a vital civil society and informed democracy or what?

Bring Julian Assange to Aotearoa New Zealand – our movement already has numerous offers to house him in Godzone – if you do not value truth I am pleased to advise the inhabitants of this land do and where properly informed will make a difference to this world. New Zealanders have already said no to empire.
Over 43,000 inhabitants stood for these values as representative to inform the Esteemed Flag Committee of the people's constitutional values for a legislated process to define the national identity – the 2015 Flag Referendum Bill. The people of the land decided to retain their rule of law constitutional monarchy where the Queen has Title as Crown Representative, known as Sovereign, the person vested as Ruler of the State.

 However for all and intents and purposes the Parliament determines the legislation within the parameters it sets for itself through the Acts that it determines - legislation. Thus it is understood that Parliament it effectively sovereign and is free to make any law. Ethics might be said to mediate the moral compass of the Nation mediated through the biases of 120 representatives of the people.
The NZ Parliament members are well within their collective Jurisdiction to take a principled stand – will it? 
Enlightenment and Courage say yes.


Admission I desire and work toward turning our civilised zeitgeist from scarcity to abundance.
Fact: we live in an abundant eco-system on a magical planet in a mysteriously aware universe.

Provide Julian Assange permanent political asylum in New Zealand

Admission - "I work for open ethical governance both for NZ and globally"

My efforts in the New Zealand democracy have utilised the fantastic trove of files and information provided by Whistleblowers to Wikileaks. I desire that Wikileaks and its editor Julian Assange are provided with a refuge or safe harbour to continue their public good.

Assange and Wikileaks are under an enormous cloud - Julian's solitary confinement in the London Ecuador Embassy is the result of collusion between the UK and US and lately Ecuador with the recent leadership change in that nation. 

How can ordinary people assist resolve the dilemma? Our democracies provide various tools which where exercised and responded to with integrity ought provide just outcomes. We can test that thesis in New Zealand through it's democratic machinery. 

Along with a few friends I've initiated a Parliamentary petition which seeks to provide  Wikileaks editor Julian Assange with political asylum in NZ along with a guarantee of safe passage from the London Ecuador Embassy UK to NZ. I've requested the NZ Parliament Clerk to extend the close date from 19 to 24 July (24 July close - confirmed 16 July - see edited capture below petition link).

Assange has been under arbitrary detention since 7 Dec 2010.

Reasons over and above those set out in the petition text

Assange puts his neck on the block to protect whistleblowers and publishes 100% truth. 

Wikileaks have never had to redact a single publication, however, Julian is literally dying in solitary confinement.

British doctors confirmed he needs urgent hospital care.

U.N. and Geneva Convention say release him immediately and pay compensation.  


Parlous State of the World and its Institutions

The world that NZ inhabits is chaotic - international affairs and political relationships are shifting and it is difficult to navigate the maze even with a road map - relationships are being transformed. Where governments keep odious secrets - whistleblowers reveal deep-state crime.

Modern history's pivot point at the turn of the century, is the 9/11 Crime and resultant global war on terror (GWOT). The world has been disrupted from creating sustainable and equitable solutions.

9/11 and GWOT became the dead cat slung on the dining room table of history - instead of learning the lessons and repairing relationships, accepting the end of the exponential growth paradigm, the world's agenda and focus became the crusading terror war.

Since 9/11 new legislative measures flowed to the world of nations from the US Patriot Act.




The implications for New Zealand as with most of the West are increased surveillance and paranoia about terrorism as well as entanglement in imperialism's foreign wars.

New Zealand as a partner of Empire was obliged to carry legislative measures to dovetail with the US attitude. The following graph might place historical terrorism in context - deaths from so-called terrorism. 


​2001 is the stand out year. It's an anomaly as it bucked the downward trend.

Death from War has gone up.


As far as I'm aware there hasn't been a 'terrorist act' committed in NZ in this period 

There has been mass opposition to the increase of surveillance and Western war-mongering with global and NZ public opposition to the Afghanistan and Iraq Wars. Parallel to GWOT is opposition to the extension of State Power to monitor citizens with the GCSB Bill of 2013 and the implications of legalised mass surveillance. Public trust is built on performance whereas the GCSB  has been repeatedly caught acting illegally - it was caught out in respect to KimDotCom and more.

NZ Military and the Global War on Terror

Since then NZ has had the benefit of Nicky Hager and Jon Stephenson's book Hit and Run. That has led to a formal government inquiry as to what the NZ military did in Afghanistan in the wake of Lt O'Donnel's killing in 2010. Also the Intelligence Inspector General is investigating GCSB and NZSIS contribution to the SAS raids.


Whistleblowers, Wikileaks and Julian Assange

Wikileaks was founded in 2007 and has revolutionised whistleblowing strengthening the practice by providing a secure platform that acts with integrity to ensure the fruits of the whistleblower's efforts are made public. July 14 2010 article by The Guardian's Stephen Moss extract;




All of which marks Julian Assange and Wikileaks as enemies of the US led Western Empire.




The Courage Foundation view Assange as an important figure in the field of whistleblowing, opening governments to transparency and truth in journalism.

The world needs truth-tellers. They need Courage.





Julian Assange is under effective house arrest in UK 

On 5 February 2016, the UN's Working Group on Arbitrary Detention concluded that Assange had been subject to arbitrary detention since 7 Dec 2010; paragraphs 52, 75, 89, 97, 98:

How can New Zealand assist resolve this longstanding injustice?


Provide Julian Assange permanent political asylum in New Zealand

The petition asks "That the House of Representatives urge the Government to provide Julian Assange with permanent political asylum in New Zealand, including a guarantee of safe passage from the United Kingdom to New Zealand."

We feel that this is the least that can be done to assist Julian Assange - the just application of the law.

We the people need to hold power to account. Since 2007 Julian Assange and Wikileaks have been doing that including under the terrific pressure of Assange's arbitrary detention since 2010. There are promising signs that the worm is turning - we can ensure the turn is permanent - see Inter-American Court ruling on asylum.

Where 'we the people' allow our whistleblowers, critical journalists and open government activists to be oppressed, jailed or worse - we are complicit with the killing of our own democracies as these courageous actors inform the democracy.  There's many who want to help - more is better. Recently there were global vigils and celebrations for Julian's 6th year in the Ecuador Embassy 19 June and his 47th birthday 3 July. Much more is planned.

UN Periodic Review 32nd Session - New Zealand

I wrote the UN Human Rights Council's 32nd Session Periodic Review into New Zealand. This blog post is a copy of my paper (with a couple of edits) to the UNHRC offered on Thursday 21 June Southern Hemisphere Winter Solstice.

Coincidentally the New Zealand Prime Minister's daughter Neve Te Aroha Ardern-Gayford was born at 4.45pm on the day of the Solstice.

Also at that moment in geopolitics the United States Authorities announced their resignation from the UN Human Rights Council.

My paper concentrates on one matter, the public right to know what is being done in our name. Through my efforts in the democracy I comprehend that it is futile to flail in the branches, rather it is effective to strike at the root of any problem.



The problem of New Zealand's complicity in criminal behaviour is effectively covered-up by the Government's ability to hide behind Sec 6 of the Official Information Act (OIA 1982) Grounds for Withholding Information. I explain my experience and the results of various OIA requests refused under Sec 6. I've offered some of these to NZ's Parliament select commitees, particularly in many papers I have placed before the Foreign Affairs Defence and Trade (FADT) for it's treaty examinations and legislative suggestions.

The UN brief for the Periodic Review is Domestic matters. The OIA is domestic legislation and has implications for access to official information of both a domestic and foreign nature. The mere fact the UNHRC is investigating NZ involves a foreign relationship.

Introduction – New Zealand in the world of nations.
Politics and geopolitics are fascinating subjects which engage my interest - as sustainability, equity and social wellbeing rely on peaceful relations between people and nations.
It is evident the unsustainability of life in a war zone. The cost is immeasurable and we have many wars.
Where geopolitics is based in neorealism power is the major determinant of policy settings.
Where power is the major determinant, rights based law is shredded.
New Zealanders value human, ecological, and social rights and have repeatedly acted to protect these. The NZ Government asked the people about their values in 2015. It was a component of the Flag Referendum process. New Zealanders were also asked, “what they stand for?” The people offered 10,292 flag designs. They offered 43,000 individual contributions of what they stood for.

Where New Zealand is in alliance with nations who use power in a self interested manner, New Zealand's Government finds itself torn between the will of the people and the oppressive foreign power or hegemony.
This is repeatedly bourne out in NZ's relations with the US and the powers that drive that nation's foreign policy, particularly in respect to NZ's anti nuclear legislation and in respect to differences over weapons of mass destruction as the justification for the criminal war on Iraq from 2003 to present.
New Zealand as home on our home planet Earth
I am an immigrant from Australia residing in Aotearoa New Zealand since November 1995. I've found the country and its people to be very welcoming and friendly. Generally I find that most people are friendly, social, and interested in a quality life for themselves, their families and broader communities.
Earth is a generic name for one who provisions Earthlings through her glorious abundance - the cornucopia.
Has the UN thought of renaming the Earth through a global competition with the winning entry voted on by the UN General Assembly? I recommend you consider that project. The UN could commission Sir John Key ex New Zealand Prime Minister to run the promotion for the Global planet naming referendum, or maybe current PM Jacinda Ardern might be a better role model as top mum.
Earth – mother, home and sustainer: myth and reality converge
We refer to Earth as the mother. Coincidentally Russia refers to herself as Mother Russia. The Germans view their land as Fatherland.
In Aotearoa the indigenous Maori refer to Earth as Papatuanuku or Earth Mother who balanced Sky Father Rangi.
Orthodox Christian Mother Russia places the Christ mother and vessel of the father's seed in the archetype of the Black Madonna (in the soil).

Can we stretch the envelope and offer that the Orthodox personification is accurate where the ancients knew the Earth was a feminine entity?
The woman shaman worked mysteriously, perhaps in the dark of night singularly or in groups for important ritual occasions. Occult is hidden, esoteric is full of hidden meaning available to the seer.
For most of their time presumably wise women tended to their charges, family and village. Some undertook the shelter and security of monastic life in order to study the arts.
Belief, reality and implications
Some folk who have religious belief hold to a supernatural world inhabited by spiritual beings. Amongst the layers of reality and perception we see the pattern emerge – most people whether theist or otherwise, whether Muslim, Christian, Buddhist, Jew, Hindi and whatever other cult or faith based system abhor violence.
There are the deep occult and esoteric traditions such as the Kabbalah that came from the Jewish mystical and alchemical discoveries. All are valid as perspectives and if knowledge from these pursuits arises the findings can only be reflections of the shared reality.
Balancing is always required in the mundane world of duality as well as the world of metaphysics. In both worlds there are causative principles.
Some cults might have egotistical objects.
The Bohemian Grove cult has met in the heart of the US Californian Redwood country for over a century. The cult has been performing a ritual during their 2 week hedonistic fraternity gathering - yes only males, where they cremate Care.
They appear to worship an owl who might have the name Moloch. The ritual is attended by over 2000 men including US Presidents and Secretaries, Military Generals, Business leaders, entrepreneurs and the culturally creative. In recent decades the Grove might be losing it's appeal under the light of public scrutiny.
Are they renouncing 'care” for themselves, or on behalf of the World of people?

These are also the leaders of business, finance, politics and science and all prominently placed in the leading roles in the US Enterprise. It perhaps is no accident that the result of their lack of care is well documented in their plaything 'the global economy.'
The Cremation of Care corresponds with the attitude of the Privileged Class in relation to the poor in most periods of documented human history.
An example of lack of elite care for the plight of others is the US and Margaret Albright in respect to the 500,000 Iraqi children officially killed by US led sanctions between the 1991 Gulf War and the 2003 Operation Enduring Freedom – nice names they give these horrific adventures which call for the sacrifice of other people's blood and guts.
Is the Bohemian Grove ritual, the foundational ethos or principle advanced by those who worship in the cult of neo-liberalism or plutocratic capitalism? We do not care as long as we profit – business is business. Is the decline in the Bohemian Grove cult an indication of the turnaround in business thinking?
Is Bohemian Grove losing market share to the Council on Foreign Relations (CFR)? CFR has been the go to think tank and club for US capitalists. Where the CFR leads US domestic and foreign policy and the US leads global foreign policy then CFR and it's think tank prodigies Asia Foundation, Trilateral Commission, have an enormous impact on global affairs.
However, has the CFR suffered a coup and it's plans been upended?
Or furthered through capricious acts?
The CFR at the centre of the power hegemony has been joined with the NeoCon Zionists.
The NeoCons in the Project For New American Century think tank wrote the Rebuilding America's Defenses report. The CFR Zionist union is concrete. The Rebuilding America's Defenses report called for a New Pearl Harbour to enable or bolster the call to boost US military programs in 4 key areas as identified in the report. Absent the New Pearl Harbour catalysing event the military upgrade would be intolerably lengthy and thus fail the PNAC cult's desires for US military pre-eminence.
New Zealand - sovereign independent nation or slave to empire?
I have write extensively about the 9/11 false flag production in my papers to the NZ Parliament's Foreign Affairs Defence and Trade select committee consideration of NZ's Intelligence and Security legislation passed early 2017 with the National Government led Parliament's almost unanimous support.
Since November 2014 I have provided my thoughts and suggestions to the Parliamentary Foreign Affairs Defence and Trade (FADT) select committee consideration of a number of bills; Countering Foreign Terrorist Fighters Legislation Bill 2014, NZ Korea Free Trade Agreement treaty examination, Trans-Pacific Partnership (TPP) treaty and legislation examinations, Maritime Crimes Amendment Bill 2016, Intelligence and Security Bill 2016/17, Comprehensive and Progressive agreement on the Trans-Pacific Partnership (TPP) (CPTPP) treaty examination 2018.
In addition I've made representation to a few more NZ Parliament select committees including in respect to the following bills; NZ Flag Bill 2015, LGA 2002 Amendment Bill (No2) 2016 (Note LGA is Local Government Act) and recently the Child Poverty Reduction Bill 2018.
I have also offered evidence, thoughts and suggestions to government in respect to processes they undertake to inform and engage the democracy in important matters. On the question of climate change, I offered in relation to the Government's public consultation on NZ's Independent Nationally Determined Contribution (INDC) to the Paris Climate Accord UNFCCC in May of 2015. I also offered in relation to the consideration of New Zealand’s priorities in the international climate change negotiations.
From 2013 I have been active in the campaign to disperse awareness of the Trans Pacific Partnership (TPP) including its implications for NZ's local government sector, regulated through the Local Government Act of 2002.
That might contextualise my interest in the above mentioned LGA Amendment Bill (No2) 2016, which proposed further Central Government constraint through forced amalgamation ballots and encouragement of Public Private Partnerships for the funding of infrastructure as opposed to using its powers to assist local government attain low interest government bonds for the development of productive or necessary infrastructure and public assets.
The duty of government
GENEVA (15 March 2018) – Alfred de Zayas the UN’s first Independent Expert on the promotion of a democratic and equitable international order, shared his seventh and final thematic report to the Human Rights Council at an event on the margins of the Council’s 37th session.
We suggest that the UNHR Council considers formally supporting the 23 principles offered by Alfred de Zayas in his paper to the UNHRC (A/HRC/37/63) in which he "highlights the urgent need to apply human rights principles systematically and uniformly to all entities and endeavours."
De Zayas states “What we see is a financial system rigged in favour of powerful individuals and corporations, unequal participation in governments and international organisations, and communities suffering from a reduction of social services, imposed austerity, privatization of public utilities, the misplaced priorities of political leaders and a general absence of genuine representation,” - UN Human Rights High Commission press release. In his full report* – based on six years of work on the mandate – the Independent Expert identifies 23 principles of international order which should guide all individuals and institutions to achieve a more just and inclusive world. On the nature of the global order and how it is directed
Alfred de Zayas' purpose promoting a democratic and equitable international order is undermined by the actions of those who would hack elections for sectarian ends. Global news media are reporting the Facebook Cambridge Analytics scandal through 2018.
Some investigative journalists highlighted the concern late last year, notably Dr. Nafeez Ahmed who offered this prophetic advice in December 2017;

Many individuals and organisations use facebook for it's benefit as a connector, however, where we connect with community building, commerce, social enterprise, family, causes and movement in the democracy, Facebook will be mining our data for end user utility and profit. In the case of Cambridge Analytica through unethical and likely unlawful means.
It is only through exposure of the Cambridge Analytica scandal that Facebook CEO Mark Zuckerberg has announced that he will be reviewing the way his operation does business. It is notable that when Facebook commenced operation Zuckerberg committed to the principle that people who joined would control their data. Here it is demonstated that trust is built on a track record, not on blind faith that a person will honour their word.
The CPTPP E-Commerce chapter becomes crucial to the question, “who directs and benefits from one's data?”
The owners of the data and large E-Commerce corporations are excited about CPTPP's E-Commerce Chapter and seeks to spread it to NAFTA and around the World. What is good for them is not necessarily good for democracy and ordinary people's interests.
Requirements of a functioning democracy
Everyone says that transparency and open access to government information is critical to the maintenance of a well functioning democracy. We need to instrumentalise that to ensure public trust in government processes and decision making.
We have seen repeated instances where governments; local, central, NZ, and global claim privilege for the information they hold in order to stop the public from knowing what is being done in our name, and often without our consent.
Trans Pacific Partnership both as TPP and CPTPP iterations were negotiated in secrecy which was only penetrated by leaks. Where has the NZ democracy sanctioned the government to reach agreements to alter NZ legislation then return to NZ with an Agreement and claim it's in the National Interest to Sign and Ratify it. Commercial privilege is claimed. Where has the NZ democracy said yes to Investor State Dispute Settlement (ISDS) in trade treaties?
Open Government - Shine light into the workings of Government
The one vehicle which provides a window into NZ Government action is the Official Information Act (OIA) 1982.
Minister for Justice Andrew Little took a question from National MP Brett Hudson 7 December 2017, who asked about Little's proposed review and/or reform of the OIA, Hudson's question, What reform is he planning to make to the Official Information Act 1982?
The NZ Government now confirms that there will be no public consultation on any OIA reform proposals.
The NZ Law Commission 2010 issues paper, The Public's Right to Know (IP18) discussed areas of possible reform relating to New Zealand’s official information legislation. It sought public comment on preliminary proposals. This Issues Paper is part of the Commission’s Review of the Official Information Act 1982 and Parts 1-6 of the Local Government Official Information and Meetings Act 1987;
The The key principle of the Official Information Act 1982 and the Local Government Official Information and Meetings Act 1987 is that official information should be made available unless in the particular case there is good reason for withholding it.
What is needed – please help
Recommendations and conclusion
The people need the withholding of information to be subject to public interest. Section 6 of the New Zealand OIA particularly must be amended. The image below is my comment on the Open Government Partnership to reform official information laws, my comment relating to Sec 6.








In fact all the suggestions developed by the Open Government Partnership workshops and the public on the OIA Act ought be considered to assist New Zealand's Government to be institutionally uncorruptable in their affairs both domestically and internationally. Where true open government is enabled then the war party will find it increasingly difficult to do their corrupting work.
